DIY Quadracopter

Now, the hubby is awake from hibernation, but now I want to build myself a drone.
Here is the first thougts:

This is not a ordinary quadcopter, but one that should be made in light solid materials, and to be able to land and take off from the water. This is to film the boat from the air when I fish.

It should be a steady platform, and I have to build myself a gyro stabilized gimbal, to provide good film.

I've looked at a lot of parts online, and it is not easy to select components, since I do not know what weight and dimensions are yet.

It's the drone Lily who have inspired me, if I choose the right parts I might get a drone that can follow me to shoot film..

My requirements are:-protected Propellers and engines, also landed in water.-Large Propellers for most efficiency and as quietly as possible.-Ducted, For better utilization of the propellers.

Electronics protected from water, etc. in a separate "tight" rooms.-Should Have all the features failsafe, return to home mm.
-Data On screen (telementry)-FPV So I can easily orient the flight when it is far away.
-GPS Navigation.

There are new regulations limiting the flight a lot. Actually I do not understand any of the background for theese regulatiosn other than that I think this is just to limit the use and enjoyment.https://lovdata.no/dokument/SF/forskrift/2015-11-30-1404

Feel free to give tips and advice if you have.
